World Bank Establishes a Regional Hub in Riyadh, Strengthening its Global Development Role

On September 22, 2025, the World Bank announced the establishment of its new regional hub in Riyadh. The date was chosen with purpose, coinciding with Saudi Arabia’s 95th National Day and marking fifty years of technical cooperation between the Kingdom and the World Bank. For Riyadh, it was a moment that confirmed its role as a global city where development, finance, and policy come together. For the World Bank, it meant placing leadership in the heart of a region that is shaping the future of growth and reform.

Why Riyadh is the Center of Focus

The new hub will serve the Middle East, North Africa, Afghanistan, and Pakistan. This shift brings senior leaders, including Vice President Ousmane Dione, closer to country teams and regional partners. By choosing Riyadh, the World Bank strengthens its ability to respond quickly to needs on the ground while tapping into Saudi Arabia’s growing influence as a convener of global knowledge. The hub will share space with the existing GCC office, creating a connected base of operations that supports countries across the region.

A Partnership Built Over Decades

The story between Saudi Arabia and the World Bank began in 1957 when the Kingdom joined the International Bank for Reconstruction and Development. In 1975, the two sides signed a Technical Cooperation Program, opening the first Resident Mission Office in Riyadh soon after.

What started with four professionals has grown into a regional office. Now with more than fifty experts working on projects that touch health, education, investment, and economic diversification. These programs have been at the heart of Saudi Arabia’s Vision 2030 journey. It has been at the forefront of supporting reforms in areas such as digital development, social protection, tourism, and urban planning.

The Launch of the Global Knowledge Hub

In December 2024, World Bank President Ajay Banga and Saudi Commerce Minister Dr. Majid Al-Kassabi signed the agreement to establish the Global Knowledge Hub. Based in Riyadh and hosted by the National Competitiveness Center, the K-Hub is designed to share lessons and solutions for development challenges. Its first areas of focus are competitiveness and diversification. This includes everything from improving the business environment and boosting innovation to expanding trade and strengthening data systems. The K-Hub will bring together ideas from across the world and adapt them to regional realities.

Alignment with the Regional Headquarters Program

The hub also fits into Saudi Arabia’s Regional Headquarters Program launched in 2021. The program encourages global companies to set up their Middle East base in Riyadh. Especially through incentives like corporate tax exemptions, regulatory support, and long-term planning security.

More than 600 international firms have already made the move, surpassing the original 2030 target. With the World Bank now anchoring its regional work in Riyadh, the city’s profile as a global financial and policy hub grows even stronger.

Scope of Operations and Regional Impact

The MENAAP region faces a wide range of development challenges, from rebuilding infrastructure to advancing green growth. Recent World Bank initiatives include funding for disaster recovery in Turkey, grants for electricity restoration in Syria, and major financing in Iraq to upgrade transport systems. By moving its leadership team to Riyadh, the World Bank improves its ability to design and deliver programs that respond to these needs. The hub will allow closer collaboration with governments, faster decision-making, and deeper support for projects that strengthen jobs, education, health, and resilience.

Saudi Arabia’s Role as a Development Partner

Saudi Arabia is no longer only a recipient of World Bank expertise. It is now the largest Arab shareholder in the institution and one of its top 20 donors globally. The Kingdom has increased its contributions to the International Development Association significantly, pledging hundreds of millions of dollars to support the world’s poorest countries.

Beyond finance, Saudi Arabia works with the World Bank through the Saudi Fund for Development on projects in renewable energy, food security, digital infrastructure, and institutional capacity building. This expanded role reflects the Kingdom’s position as both a reformer at home and a partner abroad.

A Strategic Location

Placing the World Bank Regional Hub in Riyadh signals a change in how international development is shaped and shared. Saudi Arabia has implemented over 800 reforms through the National Competitiveness Center. KSA now ranks 16th in the Global Competitiveness Index

That experience makes Riyadh not just a host city but a source of knowledge for countries across the region. With its location in the Diplomatic Quarter, surrounded by organizations such as the UN and GCC Secretariat, the hub will benefit from constant exchange with global institutions working toward shared goals.

A Future Built on Cooperation

The World Bank Regional Hub Riyadh represents a bridge between past partnership and future collaboration. It reflects fifty years of shared progress while opening doors for the next fifty. For Saudi Arabia, it affirms the Kingdom’s role as a global financial and development hub. For the World Bank it creates a platform to deliver faster, smarter, and more impactful solutions. Together, they turn Riyadh into a place where ideas are not only discussed but turned into action that supports millions of lives across the region.
